VALENZUELA CITY, June 12 (PIA)—Valenzuela Congress Sherwin Gatchalian urged the Technical Education and Skills Development Authority (TESDA) to look into partnering with local government units for possible programs for the homeless.
“I hope the TESDA can coordinate with LGUs to create training programs for the homeless to prepare them for employment. The best gift you can give to the marginalized is not food but livelihood so they can be independent and productive citizens,” Gatchalian, a majority member for the House committee on local government said.
“Begging in the streets is a reflection of the government’s negligence to address social needs,” Gatchalian added.
“The homeless as well as children in conflict with the law should have somewhere to go for their needs. The government has the power and resources to give people an alternative to begging and street dwelling, which is to provide for basic necessities such as food and clothing, and eventually, training and permanent jobs,”Gatchalian said.
Presidential Decree No. 1563 mandates LGUs to build homes and other facilities for mendicants.
