The Commission on Elections (Comelec) has moved the registration for the barangay elections for the second time, this time to August 4 to 13. The registration period for the Sangguniang Kabataan (SK) elections, however, will still be held from August 6 to 15.
Comelec Resolution 9007, promulgated July 24, said there was a need to reset the registration period for the barangay polls in order to provide sufficient time for the the training of the poll body's field personnel.
The Comelec said their people need additional training in using the improved Data Capturing Machines (DCMs) used during the registration process.
The registration period for barangay elections was earlier set on July 1 to 31 before it was moved to August 1 to 10.
A registrant for the barangay polls needs to be a Filipino citizen, a resident of the Philippines for one year, a resident of the barangay for six months, and at least 18 years old.
They may register from 8 a.m. until 7 p.m. at the Office of the Election Officer in the city or municipality where the applicant resides, even during weekends.
On the other hand, a registrant for the SK polls has to be a Filipino citizen, a resident of the Barangay for six months, and 15 to 17 years old.
They must present any of the following documents: birth certificare, baptismal certificate, school records, or any other document that will prove his or her identity. The Comelec, however, clarified that community tax certificates or cedulas or certification from the barangay will not be honored.
Comelec Commissioner Gregorio Larrazabal earlier said they decided to separate the registration dates because the SK polls does not need biometrics.
